Beckley Downtown Plaza & Rising Cardinals Sculpture

A 2012 fire destroyed several buildings at the intersection of Neville and Heber Street, leaving a prominent gap in the heart of downtown Beckley. A private developer later rebuilt part of the site, but a remaining section sat vacant for years – an unmissable eyesore at one of the city’s most visible intersections.
The City of Beckley acquired the property with a clear goal. To turn a long-standing liability into a public asset. Thrasher partnered with the City to engineer the site’s transformation from the ground up.
Phase one: stabilizing the site. Thrasher designed a retaining wall system and engineered fill to bring the property back to street grade, creating safe, accessible pedestrian access and a solid foundation for what would come next.
Phase two: building a destination. With the site stabilized, the City commissioned sculptor Jamie Lester to create a public art piece reflecting Beckley’s history and culture – the Rising Cardinals Sculpture, now the plaza’s centerpiece. Thrasher worked alongside Lester and the City to design the plaza around it, integrating lighting, landscaping, pavement, benches, and picnic tables into a cohesive, inviting public space.
The result: a functional and pleasing space. what was once a fire-scarred vacant lot is now a vibrant downtown gathering place – a visible symbol of Beckley’s revitalization and a model for turning distressed sites into community assets.
